A Recall petition has been filed against long-time NRA Board of Directors Member Grover Norquist. Pursuant to long-standing NRA Bylaws provisions, a duly-constituted Hearing Board was convened to consider the Petition. The Hearing Board thoroughly considered the allegations and other relevant material presented in behalf of Mr. Norquist and by the petitioner. Based on this thorough review, the Hearing Board's recommendation is that "NRA Members vote NO on the Recall Petition." Among other factors, the Hearing Board found specifically:

  • "lack of factual support"
  • "unproven allegations"
  • "guilt by association"
  • "charges unconvincing"
  • "allegations . . . very dated [and] . . . stale"

These findings are consistent with conclusions reached by other NRA Board Members and former government officials, including:

  • Former Reagan Administration Attorney General Ed Meese
  • Former George W. Bush Secretary of Homeland Security Mike Chertoff
  • Former FEMA Director and current NRA Board Member Joe Allbaugh
  • Former NRA President and current Board Member David Keene

Comments from Conservative Leaders Urging a NO Vote on NRA Recall

ED MEESE, President Reagan's Attorney General:

"I have known Grover Norquist for over 25yrs and have worked with him in a number of organizations and projects. On this basis I have been able to closely observe him and know of his commitment to this country.

Grover is a patriot... a leader in the conservative movement... and should continue as a valuable member of the NRA board."

VINCENT CANNISTRARO, former director of intelligence operations, CIA:

To Members of NRA:

I served at the Central Intelligence Agency as a director of intelligence operations in 1982 followed by working for Ronald Reagan for national security affairs. While working for President Reagan I was given the job of coordinating anti-terrorism policy and strategy for the United States.

I am writing this note because I have been alerted that Frank Gaffney has repeated his old discredited, attacks on Grover Norquist. These actions of Mr. Gaffney are reprehensible as I know Mr. Gaffney by his reputation and works, and I turned down his employment offer after learning his inability to adhere to the truth and his dependence on strange and odd conspiracy theories.

I know Grover and have worked with him on a number of occasions. I know him as a committed patriot who has worked to strengthen the United States economically and militarily during the years of the Reagan and Bush years. His work was consistent and productive and earned my admiration during difficult periods while others were faltering.

The charges levied by Gaffney are more illustrative and disappointment from a person driven by envy and jealousy. Mr. Gaffney’s attacks are contemptible and should quickly be dismissed by all NRA members.

Frontiers of Freedom gave Grover Norquist the Ronald Reagan Award in 2003 for his work to strengthen the defense of the United States. Years ago, the sad character who has been attacking Grover for 16 years, told me his entire conspiracy theory. It was absurdly baseless. When I laughed, Mr. Gaffney switched and insisted that Grover was a homosexual. (Fact: Grover is happily married and has two children.)

Mr. Gaffney is a liar and his animus against Grover is personal and dishonest.

Please Defend the NRA by voting NO on the Recall that is driven by Mr. Gaffney's lies.

I have known Grover Norquist for over a decade and co-authored a book with him that covered the issue of guns and self-defense. In many forums, from television and radio to social media, Grover has educated people about the life saving benefits from letting people have the chance to defend themselves. He understands that it is the most vulnerable in our society - people who are relatively weak physically, such as women and the elderly, and those who are the most likely victims of violent crime, poor blacks who live in high crime urban areas - who benefit the most from having the option to defend themselves. The notion advanced by Frank Gaffney that Grover is somehow in league with terrorists who threaten the US is so bizarre that it is hard to believe that anyone would take it seriously.

The True Story....

For nearly 15 years, Frank Gaffney, leader of the Center for Security Policy, has been peddling false conspiracy theories, and inventing incidents out of whole cloth about Grover Norquist, Suhail Khan, the no-longer extant Islamic Free Market Institute and a half dozen other Republicans and Conservatives in an obsessive effort to discredit and drive them from the conservative movement—an effort that borders on the pathological.

Almost nothing in the Gaffney package of lies is new, most of the specious allegations date back over ten years and play a game of “seven degrees of Kevin Bacon” about someone that knew someone that later turned out to be a bad guy.  Dozens of serious reporters have looked at allegations and concluded there was no evidence of any kind there. Multiple serious conservative organizations have done the same and expelled Frank Gaffney for his calumny.

A Sworn Deposition

The 2014/2015 version of Gaffney’s essay reprints parts of a signed and notarized “STATEMENT FOR THE RECORD” by Frank Gaffney dated September 28, 2013. The link to the entire deposition is here.

It claims that twelve years earlier on September 11, 2001—the day our nation was attacked—Frank Gaffney personally saw Grover Norquist and dozens of Muslims at the Americans for Tax Reform and Center for Security Policy joint offices at 1920 L Street NW at “approximately 10:30 a.m.”

In other venues he has elaborated.  Speaking at David Horowitz’s Restoration Weekend, Gaffney said:

“It was about, I’d say, 10:30 or so in the morning. There were still things up in the air. We had no idea what else was coming. And all of a sudden, down the hall—about as far from me as maybe where Nina is—the three banks of elevators opened. My recollection is they sort of all opened simultaneously. And out comes this—well, I think of it as a Noah’s Ark of Muslims in every imaginable form of regalia…And you know the gals with the hijabs—I think there might have been a burqa. There were certainly man dresses and skullcaps, and Armani Suits, of course. And these characters all start walking down the hall towards me. And they’re about as far away from me as you are. And they break right, and they go into my conference room. The one I share with Grover Norquist. And bringing up the rear, chattering like magpies, was Grover Norquist and Suhail Khan.”

This transcript was placed on the website of David Hortowitz's Frontpage Magazine.

He claims all these individuals went into a large conference room and plotted against America.

None of that sworn and witnessed statement is true. None.

Frank Gaffney swore and thereby tricked several big national security names into signing a statement endorsing a delusional lie. Grover Norquist was not at — or anywhere near -- the ATR/ Center for Security Policy offices all day.   He was trying to get to the DC office. He had spoken to San Diego Republicans the night before. Transportation plans that day were obviously extremely disrupted by the attacks against America.

There were no dozens of crazed Muslims in Burkas or Armani suits. Only a very white-bread Christian Bush staffer came over from the White House that morning. He is surprised to be “confused” with dozens of Arabs in flowing robes.

Set aside how disgusting it is to use the powerful, sacred, memory of that day to make one last attempt to justify a decade of stalking Grover Norquist, and trying to create a conspiracy theory that Gaffney hoped would explain his personal failures. Gaffney knows that Grover Norquist was not at the office. He knows there were no dozens of fanatical jihadis. He was there. He was seen by ATR staff. Most of the staff of Americans for Tax Reform was there. Much of the day was spent by ATR staff trying to get in touch with Grover Norquist.

And Gaffney, knowing this was a top to bottom invented fantasy, decided not simply to tell the tale—as he has to David Horowitz’s “Restoration Weekend” attendees and in his video course on his conspiracy theories. Gaffney doubled down on his fantasy by having it notarized as sworn testimony.

But this is just the latest in Gaffney’s barrage of lies.  His fanatical and fantastical attack on Grover Norquist has continued for more than a decade.

Secret Evidence Laws and Sami Al Arian

Whole pages of the document Frank Gaffney peddles around the country is dedicated to proving Grover Norquist’s “ties” to Sami Al Arian, who years later was arrested and tried for secret support to a terrorist group. And the proof of these “ties”… was a left wing civil liberties group, where Mr. Al Arian was a board member or officer, gave Grover Norquist an award for supporting the reform of “Secret Evidence” laws.

Again and again Gaffney and his folks for a decade have dragged this out as proof of Grover Norquist’s ties to terrorists—the names, national affiliations and purposes have shifted with the news. Grover Norquist has been, it seems, as flexible as Gaffney’s imagination.

Like many on the right, Grover Norquist came to believe that the “Secret Evidence” laws had been abused and needed to be reformed. He came to this conclusion after hearing and reading from the most prominent expert on this topic: a Mr. James Woolsey, the former head of the CIA.  Woolsey encountered the abuse of secret evidence in the case of several Iraqis who served America during the first Gulf war that he was defending against deportation. Grover Norquist personally supported Mr. Woolsey’s reform--as Woolsey explained it to him then--that defense lawyers with strict security clearances could be allowed access to such “secret evidence” as I understand was done in espionage cases.

And Mr. Woolsey’s leadership on reforming Secret Evidence was recognized by an award given by…Mr. Al Arian’s group. Yes, the same award which was given to Grover Norquist, for the same reason. It was the same group and the same “link.” Mr. Woolsey’s clients also got such awards.

Worse, the ACLU trumpeted at least two statements praising Woolsey’s work on the secret evidence issue: 


For years Gaffney has tried to impugn the patriotism and national security understanding of Grover Norquist because he took a position based on trusting CIA director Woolsey and was—along with dozens of others including Republican congressmen—given the same award he received.

Oh, and Mr. Woolsey served as an honorary co-chair of Mr. Gaffney’s Center for Security Policy.

Oh, it gets worse, Gaffney’s group gave its annual highest award — the “Keeper of the Flame” award — to Congressman Peter King (R-N.Y.). This same Congressman King was the co-sponsor of the bills to repeal the secret evidence laws.

But you will only get confused, gentle reader, if you think this is about national security or defense or Muslims.

The Political is Really Personal.

Proving that his attack is really personal and not about anything related to Muslims or national security, when in the 2000s Gaffney would present his slide show about Grover Norquist’s supposed conspiracy and how he ran the White House through Rove and Bush, and Gaffney found his target unimpressed with his “links,” he would shift the argument to….whatever works.

When Gaffney met with George Landrith, president of Frontiers of Freedom, a grown-up defense group founded by Senator Malcolm Wallop of Wyoming, George responded to Frank that his spiel proved nothing. Gaffney shifted—George Landrith is a devout Mormon—to explaining that Grover Norquist was a homosexual. When Landrith suggested this was unlikely as he was dating one of his female staffers at the time, Gaffney assured Landrith that Norquist was paying her to cover his homosexuality.

George Landrith wrote a letter to Paul Weyrich on this topic and described the two-pronged smear. Paul Weyrich vowed he would not allow Gaffney to push either of his theories at the Weyrich Luncheon, and he kept that commitment.

The reader need not believe, as does Mr. Gaffney, that being called gay is a smear.  But for the record, if you are counting Mr. Gaffney’s lies, Grover Norquist is not. He is happily married with two daughters.   Grover Norquist is a Methodist, not a Muslim. They both begin with M --- that might engender the confusion.

You might ask Mr. Gaffney why he always said “we have documents” when he claims to “know” Grover Norquist is a homosexual. There is a story you will find interesting. A tad sickening. But interesting.

The Islamic Free Market Institute

Gaffney’s various and changing rants against Norquist personally often include that he was one of the founders of the Islamic Free Market Institute. He likes to drop “Free Market” and go with “Islamic Institute”—sounds more “foreign” and avoids its purpose.  And yet, there is a strange silence on the real work of the IFMI. That is not a surprise. The real work of the IFMI makes Gaffney’s conspiracy theories look more dishonest.

Some background:  Grover Norquist has for decades built coalitions for expanding liberty. That is his life’s work. Over the years he has worked with many groups. Parents’ rights. Gun rights. Taxpayers. Property Owners. The Chamber of Commerce business groups. Religious communities can also be voices for liberty and not simply First Amendment religious liberty. 

Grover Norquist supported and worked with Towards Tradition, Rabbi Daniel Lapin’s organization that made the case that Judaism is not—as Alan Dershowitz would have you believe--simply liberalism, but a real faith written down and wholly consistent with free markets, property rights and American constitutionalism. Ditto for Father Robert Sirico’s Acton Institute that makes the same case for Catholicism.  He has spoken to his group and promoted their work. In the early 1990s Norquist noticed that the right lacked a strong and vibrant voice within the Muslim world for property rights, low taxes, and limited government. There were competing anti-liberty voices arguing that Islam was really the 13th century or Baathist socialism.

Having seen the spread of Wahhabi’ism in the Afghan refugee community in Pakistan during the 1980s Soviet War and Occupation of Afghanistan, Norquist saw its danger was clear and threatened to undermine the fruits of our eventual victory against the Soviets. He spoke with American Muslims who shared his concerns and agreed that the Muslim world needed property rights, limited government and freedom of religion for all. They put together the IFMI piece by piece eventually actually incorporating it in late 1990s.

The Islamic Free Market Institute helped organize international conferences in Doha, Qatar.

The Conferences in 2001 and 2002 were co-sponsored by the Islamic Free Market Institute, the Heritage Foundation and the University of Qatar. Each conference included the American Ambassador, and the U.S. Army which organized a tour of their base in Qatar where we pre-positioned tanks and other equipment. Republican congressmen Dana Roherbacher, Darrel Issa, Buck McKeon and Ed Whitfield spoke at the 2002 conference. Also the former mayor of Jersey City, New Jersey and great reformer, Bret Schundler. As did Edwin Feulner, the president of Heritage. (Try and get your head around the size, scope and depth of the conspiracy Gaffney now has to pretend to believe in. Is there no decent, hardworking conservative it does not encompass?) There were hundreds of attendees from Europe and the Middle East. Topics and panels included the Role of Women in Democratic Society, Economic growth and inter-religious dialogue.

Today there are a number of free market think tanks throughout the Muslim world and they work together and through the Atlas Network, the free market institute that helps create and foster liberty think tanks overseas.

IFMI had noted free market thinker Peter Ferrara prepare a paper on the Koran’s writings on property rights, taxes, and free and open markets.

One-time board member of the IFMI Suhail Khan along with Professor Marshall Breeger and Rabbi Jack organized a delegation of American rabbis and imams to Auschwitz in 2010.

A statement by the Imams denouncing Holocaust denial was written and released:

“O you who believe, stand up firmly for justice as witnesses to Almighty God.”  (Holy Qu’ran, al-Nisa “The Women” 4:135)

On August 7-11, 2010, we the undersigned Muslim American faith and community leaders visited Dachau and Auschwitz concentration camps where we witnessed firsthand the historical injustice of the Holocaust.

We met survivors who, several decades later, vividly and bravely shared their horrific experience of discrimination, suffering, and loss. We saw the many chilling places where men, women and children were systematically and brutally murdered by the millions because of their faith, race, disability and political affiliation.

In Islam, the destruction of one innocent life is like the destruction of the whole of humanity and the saving of one life is like the saving of the whole of humanity (Holy Qu’ran, al-Ma’idah”the Tablespread” 5:32). While entire communities perished by the many millions, we know that righteous Muslims from Bosnia, Turkey, Tunisia, Morocco, and Albania saved many Jews from brutal repression, torture and senseless destruction.

We bear witness to the absolute horror and tragedy of the Holocaust where over twelve million human souls perished, including six million Jews.

We condemn any attempts to deny this historical reality and declare such denials or any justification of this tragedy as against the Islamic code of ethics.

We condemn anti-Semitism in any form. No creation of Almighty God should face discrimination based on his or her faith or religious conviction.

We stand united as Muslim American faith and community leaders and recognize that we have a shared responsibility to continue to work together with leaders of all faiths and their communities to fight the dehumanization of all peoples based on their religion, race or ethnicity. With the disturbing rise of anti-Semitism, Islamophobia, and other forms of hatred, rhetoric and bigotry, now more than ever, people of faith must stand together for truth.

Together, we pledge to make real the commitment of “never again” and to stand united against injustice wherever it may be found in the world today.

Later in 2013, a similar trip was organized with Rabbis and major Imams from around the world.

Those who have attacked the IFMI either failed to make any effort to ask what the IFMI did, or they knew perfectly well and understood it was a very loud rebuttal of their conspiracy theories and they deliberately lied through omission.

Who Is Abdurahman Alamoudi?

Abdurahman Alamoudi looms large in the conspiracy theories.  And well he might.   He is a decidedly bad guy.  He was convicted in 2003 for working with Libyan dictator Ghadaffy to try and murder the King or future King of  Saudi Arabia.  He is in prison for 23 well-deserved years.  What does that have to do with Grover Norquist?


Prior to October of 2000 when Alamoudi trumpeted his support for the terrorist organization Hezbollah, Alamoudi enjoyed relationships with the Clinton administration, the Defense Department, the State Department, and even a role with the U.S. military chaplains.   During this period of respectability, Alamoudi made a loan of $10,000 to the Islamic Free Market Institute, and a grant of $10,000.  He was never great friends with Khaled Saffuri but supported the new IFMI nonetheless.  He never asked the Institute or Norquist to do anything for him. That was in 1998.

But in October of 2000 Alamoudi gave a speech saying he supported Hamas and Hezbollah, both designated terrorist organizations. Again, this happened in 2000, two years after the loan and grant, the two checks Frank Gaffney sites as “proof” of his conspiracy.  The dates are right there on the checks.  The date of the famous veminous speech Alamoudi made in front of the White House is well known.  If the military and the defense department did not know Alamoudi was a bad guy before 2000, Khaled Saffuri and Grover Norquist couldn’t have been expected to know enough to reject his contribution and loan two years earlier.

When Alamoudi’s comment did come in 2000, it was a surprise to many in DC besides the Islamic Free Market Institue, as Alamoudi had previously worked with the Defense Department, the State Department and the Clinton White House, attending the Jordan/Israel peace agreement event at the White House, and even had a good relationship with the major national Jewish Groups.

Though Alamoudi had been at the Clinton White House many times, the Bush Administration has always responded to inquiries saying he was never in the Bush White House.  That would make sense as Bush came in after the 2000 comments which divided Alamoudi’s life into two very different portions: Acceptable and Not acceptable.

What about Grover Norquist’s “lobbying” for Alamoudi?  Grover Norquist never lobbied for Alamoudi.  He was registered as a lobbyist for all clients of a firm he was consulting with at the time.  The registration was inaccurate in more ways than one, and the head of that firm has confirmed this in writing, in addition to offering an explanation of the nature of that firm’s representation of their client in that registration.

Who Is Frank Gaffney?

Gaffney has a long record of making wild, baseless accusations:

  • "Gaffney accused [Governor Chris] Christie of “corruption” and even suggested that the governor is guilty of 'misprision of treason.'" Fox News Radio.
  • "There is evidence Mr. Obama was born in Kenya rather than, as he claims, Hawaii." The Washington Times.
  • Gaffney claims the Missile Defense Agency's agency includes a Muslim crescent. Big Government.
